SLOW INTERNET SPEEDS AND NO DIAL TONE – NETWORK FAULT SANS SOUCI

Customers has had an issue with his internet speeds.They live in block of villas and out the front of each villa they have a pit with network cable inside. The customer has no dial tone and slow internet speeds. We opened up the pit out front and the cables were not protected by moister, and cables looked damaged. See video
This is a network problem as the customer has no internal cabling and it is all network. Checked socket and leads and all are ok.This will need to be looked at by Telstra tech. When I moved the cables in the pit the speed doubled, this tells me there is indeed a issue directly inside the cable out front. The phone line has a earth hum on it and no dial tone.
